Capacity Building

The overall objective of this program is intended to build the civic capacity of the community entities existing as seasonal or cultural ones. This is intended to promote participation in governance for bolder engagement in the decentralized governance for effective service delivery. The areas to be covered will be

For local councils one and two.
Local entities e.g farmer ,drama and music groups
The community based organizations.

IMPLEMENTATION

COBRA has all along held trainings activities as part of the response to reported cases of irregularities. Where requests were made we have carried out activities suitably tailored to meet the scope of the concerns the particular communities.

PLANED ACTIVITIES

COBRA plans to carry out ten training activities in the Divisions of Lira Municipality.

Other activities will be as a response to the received cases of irregularities received. Requests received will also be attended to

CHALLENGES.

The need for training is overwhelming and requires resources in the form of funds and trainers. The community expectations of out of pocket allowances hinder the scope and coverage of this program. There will be need to upscale the trainings and outreach to more communities by partnership.

About Us

THE CORRUPTION BRAKES CRUSADE (COBRA) is an independent, non-governmental, non-partisan and not-for profit anti-corruption organization. Established in 2008, COBRA is legally registered as a non-governmental good governance/human rights organization under the Non-Governmental Organizations Act. It will soon be duly incorporated under the Companies Act. The organization strives to enhance good governance free of corruption and other abuses of the rights of the rank and file citizen of the country –Uganda. It does this through trainings/sensitization, research, advocacy and strategic partnership with other organizations in and outside Uganda. It also seeks to affiliate itself with organizations that can further its’ mission towards making life better for the human being subject to the laws of the country. COBRA is yet to execute fully its first strategic plan that is yet to be launched after development with the support of friendly organizations. These programmes will be based on research, monitoring, advocacy and documentation of bad practices in service delivery and violations of the laws. COBRA has encouraged formations of Vanguard (community watch dogs) groups to provide guidance to the public to address their plights on violations, deprivations and abuses suffered by them. It has also involved willing leaders and other members of the public on weekly radio talk-shows and good governance- centered drama and intends to gradually raise a resource centre (library) for public (especially students) reference ,research and reading. We expect the youth to be inspired by the prominent past leaders and learn generally about the world history. COBRA is proud to be associated with a number of partners at the local, national, regional and international level. COBRA actively collaborates with the Uganda Police Force, Inspector general of Government’s Office in Lira, Human Right’s Lira Office, Lira Ngo Forum, National Ngo Forum, Development Network of Indigenous Voluntary Organizations, Anti Corruption Public Private Partnership, Directorate of Ethics and Integrity, Northern Uganda Anti-corruption Coalition, Uganda Law Society, Uganda Coalition on International Criminal Court, Uganda Victims Foundation, Facilitation for Peace And Development, Action For Development. We are connected through regular mail updates with the International Criminal Court, CIVICUS, Transparency International ,Open Society and many others civil society organizations. It also works with many community based organizations. The print and electronic media are indispensable partners and these include New Vision, Rupiny (offered us a column),Radio North, Radio Rhino, Radio Lira, Radio Wa, and Radio Q. COBRA receives support from members, individuals, and programme partners. It expects to knock on the doors of donor agencies that have interest in promotion and protection of democratic governance and human rights.
